Construction Manager I seek a challenging senior position in the Project/Construction
Management field. I have extensive experience in both the public and private
sector in technical and business development positions. I have managed teams
large and small, foreign and domestic. My experience ranges from transit
construction, to physical security program management, civil engineering
projects, historic building rehabilitation, government building
rehabilitation, design-bid-build, and design/build and at risk construction
management. Recent Professional History · Architect of the Capitol
2004-2014- As Assistant Director of Security Projects, I managed multiple
security related programs. Included in that is oversight of A/E firms,
contractors, CM firms and design/build teams. These programs required me to
make, periodic and on short notice, detailed briefings to several standing
Congressional committees. My responsibilities required me to manage and
evaluate the integration of requirements development, and budgeting and
governance processes, and to apply comprehensive risk management planning and
accounting for the scale of complexity between projects and programs. · Duties included the ability
to provide leadership and mentoring to influence subordinate-level team
members in managing the functional domains of project management, conduct and
manage all cost estimating and scheduling for all stages of projects, manage
and evaluate management processes to include performance-based management
techniques and earned value management as it relates to acquisition
investments. I have the knowledge of the metrics needed to manage multiple
projects that deliver quality, affordable, supportable, and effective
systems/products. I maintained the ability to evaluate technical management
processes and tools used in the project management process, including

solution. · Managed building system
replacement projects for the Office of Security Programs (OSP), provided
technical direction to construction managers who coordinated equipment
replacement and construction projects, provided consulting services to staff,
which include writing specifications and identifying potential construction
and maintenance issues, reviewing plans with emphasis on
mechanical/electrical/plumbing systems, and resolving issues that arise
during construction, coordinating the overall construction management work
plan, overseeing the work of Construction Managers and Contract Specialists,
reviewing Requests for Proposals (RFP's), contracts, and associated purchase
orders, scheduling projects, monitoring progress, quality of workmanship, and
contract/code compliance, approval of change work orders, conducting final
inspections of work before final payment. · The many physical security
projects that I have completed on Capitol Hill required that I have: A large
portion of the security program included utility and conduit infrastructure.
Conduit contained communications copper cabling and fiber optic cables. The
work also required installation of duct banks and conduit for power to all of
the security elements. Experience applying security policy, procedures,
and practices in conjunction with federal statutes and authorities to
physical, technical, and construction security of overseas projects in
high-threat and war zone environments; applied in-depth knowledge of
budgetary processes, security policies, and negotiation to counter the rising
threats in war zone environments; served as Contracting Officer Representative
applying contracting and procurement laws, regulations, practices,
procedures, and processes; implemented systems to counter dynamic and
fluctuating threat levels in areas such as terrorism, espionage, sabotage,
dissident acts, civil disorder, and violence; developed and executed
construction security contract language to effectively deter physical or
technical penetration during construction. Oversaw the design and
construction of two SCIF facilities on Capitol Hill and one at an offsite
location. Planned procured and implemented physical security measures around
Capitol Complex. Responsible for procurement of Design/Build teams to
complete the work. Managed as many as six separate teams simultaneously to
complete design and construction of the vehicle barriers, bollards, police
kiosks and all required infrastructure. Responsible for design management,
and construction of the Upgrade of the United States Capitol Police Radio
System. The total budget is $103M. Providing day-to-day management of the infrastructure,
duct banks and conduit, design team, and construction management team,
included two data centers and five offsite radio transmission sites.
Responsible for design management, and construction of the Modernization of
the United States Supreme Court building and a new annex building. The total
budget is $144M. Provided day-to-day management of the construction team,
design team, and construction management team. · AECOM 1998-2004- Managed
projects, including client, technical, financial, schedule, and risk
management. Coordinated efforts of lead technical professionals, junior
engineers, drafters, and designers assigned to projects. Coordinated and
managed design efforts with project personnel from other disciplines.
Provided technical and quality control review of design documents.
Participated in proposal preparation. Coordinated contract negotiations.
Identified new business opportunities for the firm, coordinated and

Managed design and construction of an on-site electricity generation station.
Work includes site work, building construction, and installation of 6 1000kW
diesel generators and all associated power distribution equipment.
Responsible for construction management for the rehabilitation of the U.S.
Botanic Garden Conservatory. Also assisted in the preparation and
presentation of claim defense and analysis to a GAO panel reviewing the
contractor’s claim for additional compensation. Provided expert testimony
regarding construction and change order matters. Original claim by contractor
$22M, GAO findings after trial $2.8M. Supervised a cost management team for
the construction of a new headquarters complex for the U. S. Patent and
Trademark Office. This was new construction of a six building campus with a
construction value of $750 million. Managed the construction for a water
system in LaPorte Indiana. Handled day to day construction of 20 miles of new
waterline and two pumping stations to feed commercial properties. As assigned
to the office of The Clerk of the House of Representatives, provided
oversight of The Architect of The Capitol construction management. The
project consisted of the renovation of an existing building for use as a
dormitory for U.S. Congressional pages. The project was completed on time and
within budget. · Rice Associates1996-1998 -
Vice President – Responsible for business development and administration for
engineering survey firm in Springfield, VA. Doubled size of backlog within
first year. Managed surveys for transit and roadway construction and
maintenance, teaching crews how to survey track work, stations and roadways.
Developed contracts to survey WMATA track and station platforms. Managed
projects, including client, technical, financial, schedule, and risk
management. Coordinated efforts of lead technical professionals, junior
engineers, drafters, and designers assigned to projects. Coordinated and
managed design efforts with project personnel from other disciplines.

rail, Vancouver BC transit, Calgary Alberta light rail. Work was construction
management and troubleshooting rail and track problems. · Bechtel
1977-1983 – Spent five years with Bechtel on WMATA transit system providing
construction management. Worked on Red line from Woodley Park to Friendship
Heights, Yellow Line from Huntington to beyond Braddock Road and L’Enfant
Plaza to Gallery Place. Monitored ultrasonic testing, rail grinding and track
placement on ballasted, aerial and tunnel installations. Work included
maintenance yard in Alexandria. Subsequently I was assigned as an office
